Can this student even apply here?
OPEN = an outsider can take seats through the state's own counselling. RESTRICTED = only some seats, usually private or management. DOMICILE-RESTRICTED = effectively closed to outsiders; MCC is the only way in.

nmc_register is the National Medical Commission's own list of recognised medical colleges — district, university, management, year founded, MBBS intake. It is a lookup, deliberately not stitched onto our colleges: the NMC sheet truncates names, and matching those fragments produced confident errors.
